Nathaniel Cullars Sr. has been a very vocal advocate for the resignation or removal of Washington, Georgia city administrator Donald "Will" Long after Long was accused of sending inappropriate images and text messages to a woman contracted to do work for the city. The city hasn't taken action against Long and recently voted to give him a raise and extend his contract. The woman who made the allegation has filed a lawsuit.
On Tuesday June 23, 2026, Nathaniel Cullars Sr. of Washington, Georgia was arrested and taken to the Wilkes County Sheriff’s department. Cullars Sr. is a former Washington, Georgia city councilman. He is the longest serving member of the council and is no longer serving because the city of Washington enacted term limits requiring him to vacate his seat in January 2026.
Cullars Sr. said he was not shown an arrest warrant when he was taken into custody nor was he provided any documentation of what he is being charged with. He said he is not aware of any pending court appearance.
Wilkes County Sheriff Darrel Powers told WRDW News 12 in Augusta that it is a “complex case that leads in multiple directions and has been extensively investigated.”
Powers said the GBI charged Cullars with two counts of prohibition of nude or sexually explicit electronic transmission, along with two counts of distributing obscene material, according to WRDW.
The former councilman was booked into the Wilkes County jail about 4 p.m. Tuesday, June 23 but was released on a $10,000 bond. Powers also said the GBI had investigated the case and they and the district attorney had decided on the prosecution of Cullars Sr.
Cullars Sr. said WRDW did not contact him for comment.
I asked Cullars Sr. about the images he is alleged to have distributed. He said they are images that were submitted by Amethyst Wesley in her complaint alleging sexual harassment by Washington City Administrator Donald “Will” Long on November 24, 2025. He said “The pictures I am being accused of sending are the ones Amethyst Wesley sent in her ethics complaint against Will Long and what she said he sent to her. The same pictures Kim Rainey also emailed to the city attorney.” Kimberly Rainey is a member of the Washington city council. Rainey was also at the time the chairperson of the Wilkes County Democratic Committee. Two sources stated Rainey was publicly discussing the images and allegations against Long in the complaint submitted by Wesley, with citizens who attended a Democratic Committee meeting after the complaint was submitted.
Cullars Sr. was still a member of the city council at that time the complaint was submitted and every member of council received the complaint and the supporting images provided by Wesley. The ethics complaint process for the city is managed by the city council.
Cullars Sr. said he sent the images via email to former Washington, Georgia mayor Willie Burns and former Washington council member Marion Tutt to get advice on the complaint filed by Wesley. He said the images were stated by Wesley in the complaint, to be of Will Long
Sheriff Powers said he was notified of the images by a citizen in December 2025. This was after Wesley filed her complaint and the images were available to the members of the city council.
Georgia law states the following about sending sexual images:

GA Code § 16-12-81 (2024)
- (a) A person commits the offense of distributing material depicting nudity or sexual conduct when he sends unsolicited through the mail or otherwise unsolicited causes to be delivered material depicting nudity or sexual conduct to any person or residence or office unless there is imprinted upon the envelope or container of such material in not less than eight-point boldface type the following notice:
"Notice - The material contained herein depicts nudity or sexual conduct. If the viewing of such material could be offensive to the addressee, this container should not be opened but returned to the sender."
- (b) As used within this Code section, the term:
- (1) "Nudity" means the showing of the human male or female genitals, pubic area, or buttocks with less than a full opaque covering or the depiction of covered male genitals in a discernibly turgid state.
- (2) "Sexual conduct" means acts of masturbation, homosexuality, sodomy, sexual intercourse, or physical contact with a person's clothed or unclothed genitals, pubic area, buttocks, or, if the person is female, breast.
Amethyst Wesley's Complaint
In her complaint, on November 24, 2025 Wesley stated of the conduct by Long;
Harassment & Inappropriate Conduct by the City Administrator
I am also including Exhibit C, which contains the messages and inappropriate photographs that Mr. Long sent me; both before I proposed the budget and again while I was actively working on this project. These are the messages that made me send him the February 20th text telling him not to contact me again.
I want to be very clear here:
I should have never had to see any of that while I was trying to work for him executing specific Administrative task for the City.
I should have never been made uncomfortable in a professional environment.
I should have never been put in a position where I felt I had to protect myself from the very person I was expected to collaborate with.

Sexual Message: “Guess what I got big and thick in my mouth…”
Description:
Mr. Long sent an explicit sexual comment using a banana emoji, referencing a sexual act.
This was sent during the period where I was actively working with him on City matters.
Wesley goes on to detail other text messaging and communication of a sexual nature. You can view the complaint here.
I did not receive the images that were submitted with the complaint.
The Washington city council took no disciplinary action against Long.
Wesley has since filed a civil lawsuit against Long and other members of the city of Washington.
Cullars Sr. has been very vocal regarding his belief that Long should resign and that Wesley’s allegations be taken seriously. He has been public via Facebook live on several occasions discussing his opposition to Long continuing in the role of city administrator. There was a citizen protest he promoted where citizens demanded the resignation of Long.
Cullars Sr. has also been vocal about racism he believes is present in Washington and specifically in local government. He was charged with assault for an incident on October 6, 2021 where he put his fingers on the chest of then Washington mayor, Bill deGolian after he said he asked the mayor to step back. Long has not been charged with any crimes related to the allegation by Wesley. In Georgia, an adult sending sexual images of oneself to another adult, as Wesley has alleged in her ethics complaint, is legal, however it is a violation of federal employment laws in certain situations. It is also a violation of professional standards by the city of Washington's own code of conduct.
It was also found that Long stated on his resume, when applying for the position of city administrator, that he had obtained a Bachelors Degree in Criminal Justice and Corrections from LaGrange College in 2000. The college does not have record of such a degree being completed by Long.
It is a violation of law to make a false statement or representation when attempting to obtain a government job.
"A person who knowingly and willfully falsifies, conceals, or covers up by any trick, scheme, or device a material fact; makes a false, fictitious, or fraudulent statement or representation; or makes or uses any false writing or document, knowing the same to contain any false, fictitious, or fraudulent statement or entry, in any matter within the jurisdiction of any department or agency of state government or of the government of any county, city, or other political subdivision of this state shall, upon conviction thereof, be punished by a fine of not more than $1,000.00 or by imprisonment for not less than one nor more than five years, or both."
Recently the Washington city council voted unanimously to approve a new three year contract for long with a raise in salary to $185,000 per year.
Cullars Sr. said the images alleged to be of Long, which are now deemed by GBI to meet the definition of depicting nudity or sexual conduct, are the only images he has sent. He said he has never had in his possession or distributed images of children nor do the charges stated by Powers indicate this. He wanted this to be clear since he is aware some in the community have been suggesting this and other things about the images related to the charges.
Cullars Sr. told me he has 21 grandchildren and 5 great grandchildren. He sent me a photo of a Father’s Day card he received from his grandchildren. On the front of the card it reads “Papa, having you in my life has meant so much to me through the years.”
Cullar Sr. said “I think the pictures in the complaint are disgusting. It’s because I’m a father and grandfather I’ve been fighting for Will Long to be removed as city administrator. I’m not the one sending pornographic pictures of myself to people doing work for the city.”
