I received a copy of an ethics complaint made by Amethyst Wesley, against city administrator of Washington, Georgia, Donald “Will” Long. The complaint is dated November 24, 2025 and details many allegations including Personal Boundary Violation and Misconduct. You can see the complaint below this article. Wesley has filed a civil lawsuit in superior court.
An ethics committee to investigate the complaint was assigned by mayor pro tem, Larry Hill and included Nathaniel Cullars Sr., Kimberly Rainey Johnson and David Fisher.
As evidence to support Wesley’s claim, are photographs of text messages and photographs of a pornographic nature that are too explicit to share publicly.
A fairly detailed account provided by Wesley, alleges Long began attempts at an inappropriate romantic/sexual relationship prior to February of this year when Wesley states she sent him a text message (see in documents below) making clear she wanted no contact with him.

(because it was referenced and discussed with the Mayor for reasons of my complaint, rerouting my emails to others on the project, etc.)
I am also including Exhibit C, which contains the messages and inappropriate photographs that Mr. Long sent me; both before I proposed the budget and again while I was actively working on this project. These are the messages that made me send him the February 20th text telling him not to contact me again.
I want to be very clear here:
I should have never had to see any of that while I was trying to work for him executing specific Administrative task for the City.
I should have never been made uncomfortable in a professional environment.
I should have never been put in a position where I felt I had to protect myself from the very person I was expected to collaborate with.
His messages were inappropriate, unprofessional, and put me in a position no contractor | no woman | should ever be in while trying to do their job.
The stress of avoiding him, the fear of how he might react if I didn’t respond, the way his behavior hung over every interaction… all of it has taken a very real toll on me. And the worst part is that I still had to work under him.
I still had to push through and try to deliver this project while protecting myself emotionally and professionally.
The City needs to understand that I have been carrying this weight in silence because I did not want to embarrass the City publicly. I did not want to drag anyone into something that should have never happened in the first place.
But the harm is real.
The emotional impact is real.
And the damage done to my sense of safety and my ability to complete this contract is real.
I am submitting this now because I have reached a point where hiding the truth only protects the person who caused the harm, NOT me.

Sexual Message: “Guess what I got big and thick in my mouth…”
Description:
Mr. Long sent an explicit sexual comment using a banana emoji, referencing a sexual act.
This was sent during the period where I was actively working with him on City matters.

Emotional Pressure Message: “I appreciate you… I value it because it’s from YOU.”
Description:
Mr. Long engages in inappropriate emotional intimacy, speaking as if we were in a personal relationship. This blurred the line between professional and personal boundaries and created significant discomfort when working with him.

Description:
More confessional-style messages about his marriage, personal turmoil, and emotional dependency. These messages were sent after I expressed my discomfort with the level of sexualize and romanticism our professional relationship had taken and it created a sense of pressure and entanglement.

Mr. Long repeatedly addressed me as “love,” sent kissing emojis, and attached inappropriate innuendo while asking for deliverables. This was before my feelings were ever involved.

Mr. Long repeatedly contacted me using both his work and personal numbers, which creating confusion and discomfort, cause me to put inplace communication boundaries and operate through channels outside of him.

Mr. Long admits emotional attachment, missing me, and an improper personal connection. This added to the emotional strain and blurred professional boundaries causing me to play along to get along until I could figure out how the redirect my communications else way safely.

Description:
Due to the ongoing inappropriate conduct, I was forced to send a very clear, forceful boundary message instructing Mr. Long:
- Not to contact me
- Not to think of me sexually
- Not to dream of me
- Not to pursue me
- Not to refer to me or keep any images
- To stop all sexual obsession and boundary-crossing communication
This message demonstrates both the severity of the problem and the emotional distress caused by Mr. Long’s inappropriate conduct over time.

Wesley’s complaint lays out a pattern of highly unprofessional conduct and behavior that if found to be true clearly is a violation of a public employees oath of office which can result in criminal ramifications. Even the allegation that Long had Wesley working for him on projects including the city budget, review of salaries and other tasks that potentially gave her access to sensitive information when she was not a city employee and wasn't getting paid by the city or with a contract with the city in place, is unprofessional and a potential liability for the city and the citizens.
If Long was giving work to Wesley because he had a personal desire to be near her and have access to her, even if her intention was to fully provide the work she was contracted to do and she is competent, his actions are potentially criminal because she was being paid with taxpayer funds. Wesley alleges that even after she made clear to Long she didn’t want this communication, he continued sending photos and text messages using his personal phone rather than his work phone, when she began working on the city website and rebranding efforts. The evidence she submitted shows her repeated attempts to get approval for work done and submitted so she and her team could move forward with the project.
District 1 pushback against Councilman Anderson's motion to offer Long the City Administrator position in 2024 and mayor breaking tie in favor of Long
It is worth noting that Long was offered the position of city administrator in October 2024. The motion made by city councilman Andy Anderson during the October 2024 city council meeting- watch here at 2 hours 33 minutes into the recording. The offer was met with pushback from councilman Larry Hill, Maceo Mahoney and Nathaniel Cullars Sr. Anderson stated he felt Long was the "most capable and appropriate" candidate. Cullars Sr., Hill and Mahoney were upset because they said there had been no review of other candidates who had applied for the position and they wanted time to consider Long’s experience along with any other candidates who had applied. The motion made by Anderson was seconded and a vote was taken. The vote was David Fisher, Newt Gunter and Andy Anderson for the motion and Cullars Sr, Hill and Mahoney against. Mayor Bruce Bailey broke the tie in favor of offering the position to Long.
On the agenda for the December council meeting this evening is to ask for the resignation of Long.
